They leaned toward the vivid picture of the Ukrainian wilderness as their tour guide spoke. The program was announced three years ago but interrupted by Covid and bureaucratic hurdles. Blake Ruehrwein, an Air Force veteran who also runs education and outreach at the Naval War College Museum in Newport, R.I., was instructing a new unit learning the ropes from some of the world’s top art experts. “Take what you learn from here and apply it,” he told the officers attending the museum workshop in early June.

In an interview with CNN, Facebook head Tom Alison said the platform is testing bringing messaging capabilities back to the Facebook app so users can more easily share content without having to use the Messenger app. The test comes as Facebook looks to beat back competition from TikTok by bolstering its position both as a platform to discover new content and discuss it. The goal was clear: to keep users engaged longer and help the platform better compete with TikTok and its steady stream of recommended content. The platform last month reported that it hit 2 billion daily active users in the December quarter. For some creators, for example, Facebook has become a place to create groups of fans and hold conversations beyond the content they share to Instagram and TikTok, Alison said.

U.S. importers are fighting millions of dollars in fees imposed by the world’s largest ocean carriers with the help of a new federal law and a newly emboldened regulator. He said his company, Lion Energy LLC, which imports about 800 containers a year, felt it had little power to dispute the charges. Now, Mr. Frey and hundreds of shippers like him are turning to rules set out in the Ocean Shipping Reform Act, which passed Congress in June. The new shipping law endorsed an FMC rule published in 2020. But shippers are still able to challenge fees that predate the law under earlier FMC rules.
